Upside-Down Pan Pizza

1 pound ground beef
1 medium onion, chopped
1/2 medium bell pepper, chopped
1/2 pound pepperoni, chopped
1 (14-ounce) jar pizza sauce
1/2 cup water
1 1/2 to 2 cups shredded mozzarella cheese
1 cup milk
2 eggs
1 tablespoon oil
1 cup flour
1/2 teaspoon salt

Brown beef with onion and bell pepper in an oven-safe skillet; drain. Add pepperoni, pizza sauce, and water. Bring a boil; reduce to simmer and cook, stirring occasionally, for about 10 minutes. Preheat oven to 400 degrees. Sprinkle cheese over meat. Combine milk, eggs, and oil in a separate bowl. Stir in flour and salt; pour over pizza in pan. Bake 20 to 25 minutes or until crust is golden brown.

Note: It is very convenient to do the stove-top cooking and baking in the same skillet. But, if you do not have an oven-safe skillet, brown the meat, onion, and bell pepper in a skillet, drain and place in an oven-safe casserole, top with cheese, pour crust over, and bake according to directions.
